Sugar cookies with royal icing designed after the hat of League of Legends character Lulu.
I had this hat cookie cutter around from last year, but if you go a baking store they’ll usually have this cookie cutter in the Halloween section.
Ingredients:
Sugar cookie dough
~1/8 cup flour for dusting
Red food coloring
Yellow food coloring
For the royal icing (this will be split into two batches):
2 cups powdered sugar
1.5 tablespoons meringue powder
Several tablespoons water
Equipment:
Witch hat cookie cutter
Cookie sheet
Two sealable plastic bags
Plastic wrap
Toothpick or a steel needle tool
Preheat oven to 350°F!
Dust down some flour and roll out the cookie dough so it’s a little less than 1/4″ thick.
Cut out the hat shape and place on a cookie sheet.
Place the cookies on a cookie sheet and bake for 6-8 minutes, or until the edges are golden brown.
Allow the cookies to cool.
Mix together the powdered sugar, meringue powder, and a couple of tablespoons of water.
Blend until the mixture is smooth. You want the mixture thick enough so a drop of icing will stay on the surface for a few moments before blending back in. If the mixture is too thick, add another teaspoon of water until you have the right consistency. For greater water-adding-control, you can also use a spray bottle of water and give the mixture a few spritzes.
Separate into two bowls. One bowl should have about 1/4 cup of icing. Cover this smaller portion of royal icing with plastic wrap and set aside.
Add a several drops of red food coloring and mix.

Placing the bag in a glass makes it easier to get the royal icing in.
Pour the red icing into a plastic bag and seal. Snip off the tip of the bag.
Taking a cookie, draw an outline of the hat with the icing and fill in.
Repeat for all cookies.
Allow the cookies to sit for an least an hour. Overnight is even better.
When you’re ready to add the yellow details, take the reminding white royal icing, add a couple of drops of yellow food coloring and mix.
Pour the red icing into a plastic bag, seal, and snip off the tip of the bag.
I found it easiest to draw the center seam, use a steel needle tool to draw the center threads, add the bottom line, and then add the hook shapes last.

The order I found easiest when icing.
Repeat for all cookies.
Makes enough for a dozen cookies.
